What is a Conservation Area?

A conservation area is an area identified by a local authority as being of ‘special architectural or historic interest, the character and appearance of which it is desirable to preserve or enhance’. Conservation area designation introduces a general control over the demolition of unlisted buildings and provides a basis for planning policies whose objective is to conserve all aspects of character or appearance, including landscape and public spaces, that define an area’s special interest.

Conservation areas are also recognised as designated heritage assets under the National Planning Policy Framework (NPPF). As a consequence, a local planning authority will give great weight to the requirement to preserve and enhance the character and appearance of a conservation area when determining any planning application that has a potential to affect a conservation area. With approximately 10,000 conservation areas in England, a lot of individual properties as well as new development sites are therefore subject to the legislative and policy requirements that influence how a local authority will view, and ultimately determine, any application that may have an effect on a conservation area.
